Job Description

Job Summary:    Manage caseload of approximately 25-30 single adults helping them to rapidly obtain and maintain permanent housing.  This position is part of an energetic, team-based, and passionate work environment that is dedicated to ending homelessness and generating quantifiable successful outcomes.


Essential Functions:

  1. Serve Rapid Re-Housing clients using a team-based model:
  2. Interview clients experiencing homelessness to determine if they are eligible for the Rapid Re-Housing program. Review past housing history and identify possible barriers;
  3. Provide landlord-tenant education to clients;
  4. Develop, communicate and monitor Rapid Re-Housing action plan goals and a housing stability case plan, and manage the use of program funding;
  5. Complete all forms as required by the Arizona Department of Economic Security contract for Rapid Re-Housing;
  6. Facilitate financial paperwork between the tenant, the housing provider and CASS in order for the client to access rental subsidies;
  7. Assist with preparation and submission of rental applications and verify that the client has a signed lease agreement. Ensure clients understand the terms of their lease;
  8. Maintain effective communication with clients to monitor timely progress and compliance with Rapid Re-Housing Action Plan Goals;
  9. Assist clients to connect with employment services and/or obtain benefit assistance;
  10. Advocate on behalf of clients and maintain knowledge about available community resources to provide clients with access to housing, healthcare, social services, employment, and education;
  11. Develop relationships with landlords who are willing to accept tenants they may not typically consider. Negotiate with owners and landlords;
  12. Serve as a community liaison, advocating for clients and their needs;
  13. Conduct HQS inspections including lead based paint evaluations.


  1. Ensure data integrity and accurate reporting:
  2. Complete Arizona Self Sufficiency Matrix in the Homeless Management Information System (HMIS) at program entry and program exit for all client; if the client is in the program for more than six (6) months, complete the Arizona Self Sufficiency Matrix in HMIS;
  3. Enter client information into HMIS within five (5) days of intake;
  4. Maintain a current case file for each client and maintain appropriate documentation of client eligibility.
  5. Participate in and comply with all technical assistance activities conducted by Arizona Department of Economic Security as it relates to the Rapid Re-Housing Program;
  6. Ensure that client files are closed within three (3) business days of their exit;
  7. Provide accurate monthly, ad hoc, and grant monitoring reports.


  1. Ensure that clients are addressing barriers and achieving housing:
  1. Meet with clients weekly for the first three (3) months of program enrollment and then monthly in order to stabilize them and address issues such as securing income, reducing debt, increasing savings and managing their budget.  Provide follow-up services for clients for up to nine (9) months or while clients are permanently housed through the program;
  2. Ensure that clients are receiving prompt, individualized attention focused on ending their homelessness;
  3. Mediate and resolve grievances and incidents and address client’s concerns; serve as an advocate for clients.


  1. Review and update assessments, policies and procedures and training materials:
  2. Work with Rapid-Re-Housing team to update policies and procedures manual;
  3. Participate in training workshops to roll-out new policies and procedures;
  4. Develop resource materials to include landlord-tenant education, life skills, budgeting, and mediation/negotiation techniques.


  1. Support the mission of CASS:
  2. Provide Fund Development with wish lists and success stories;
  3. Attend trainings and information sessions related to the Rapid Re-Housing Program.
  4. Communicate and collaborate with CASS departments, campus partners, service providers, and other agencies; educate and inform other agencies and business partners of the services provided by CASS.

Work Environment:   This job primarily operates in both a public and office indoor environment however. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.  There is also field work that includes driving in the heat of summer and other inclement weather conditions.


Physical Demands:   The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee must frequently lift and/or move objects up to 10 pounds and occasionally lift and/or move objects up to 25 pounds unassisted. The employee must be able to self-transfer and move throughout the facilities, between buildings, and around campus at multiple sites. Close visual acuity to prepare and analyze reports and data. Visual acuity and physical ability to operate a motor vehicle.


Position Type and Expected Hours of Work:   This is a full-time position. Days are typically Monday-Friday.  Hours are somewhat flexible and include time allotted for breaks/lunch.

Skills / Requirements



  1. Bachelor’s Degree in social or behavioral science or related field and minimum 2 years of experience working with a disadvantaged population or an equivalent combination of education and experience;
  2. Demonstrated knowledge of homeless resources and landlord tenant laws;
  3. Intermediate proficiency in Word and Excel; advanced proficiency in Outlook, especially calendaring;
  4. Willing to meet with clients at their residence;
  5. Arizona Driver’s License, driving record that meets agency requirements, and proof of insurance; willing to use personal vehicle for work-related purposes;
  6. Possess or have the ability to obtain a State of Arizona Level One Fingerprint Clearance card;
  7. CPR-First Aid certification within 90 days of employment;
  8. Naloxone (Narcan) training within 90 days of employment.



  1. Master’s Degree in social or behavioral science or related field;
  2. Bilingual in English and Spanish.
